Visa Application Guide
All Masa Israel Program participants are required to enter Israel on a Masa A2 Visa issued by the Consular Department of the Israeli Embassy.
The visa itself is free of charge.
If the participant meets one or more of the criteria below, please skip to the Israeli Participants section and contact the Consular department of the Embassy of Israel in Canberra as soon as possible to make arrangements:

The Participant was born in Israel.
-
One or both parents were born in Israel, or at some stage in their lives made Aliyah.
-
The participant holds an Israeli passport.
-
The participant has previously made Aliyah.
Eligibility
To apply for a Masa A2 visa, you must:
-
NOT be ‘Israeli’ (see above criteria).
-
Have completed an online Masa application.
-
Be an approved participant on a Masa Israel Program.
-
Hold a passport that is valid for at least 6 months after the ticketed date of your return to Australia post program.

Each participant must provide the following documentation
-
A completed 3-page Visa Application Form (Download here): This should be filled out and signed by the participant.
-
Valid passport of the participant (with at least 6 months validity from the program end date according to the Masa Participant Letter).

A Masa Participant Letter (generated on the Masa portal) An email correspondence will not suffice (see instructions on the Masa Participation Letter section below on how to retrieve this letter).

Two recent 50mmx50mm passport photos, unobstructed face of the participant - with white background (same as US requirement). Standard Australian passport-sized photos will not suffice.

Health insurance confirmation for the duration of stay in Israel - ask your program provider to supply this.

Photocopy of the participants birth certificate.

Photocopy of both parents passports.

Pre-paid, Registered Australia Post envelope self addressed with your full postal address (this is to send the passport back to you). Make sure it is large enough for a passport. (You do not need this if you are dropping your application to us in Melbourne as wish to collect the processed Visa from the ZFA office).
If the participant is under 18 at the time of the visa application, please refer to the additional requirements in the next section.

In order to submit an application for minors (under 18 at the time of visa application), both parents and the child must be present in one of the following:

Attend the Israeli Embassy in person with all required documentation.

Have all documents (except the participant’s birth certificate) signed in front of a Public Notary and Apostille Stamped.

Have all documents (except the participant’s birth certificate) signed by an Israeli Licensed Notary, either Roni (Melbourne) or Aryeh (Sydney). An Apostille stamp on the signed documents is not required. (See contact information below).

Minors (under 18 at the time of the visa application) must also provide the following additional documents:

Parental Permission form (Dowlond here): A permission document from each parent for the child’s visa application (stamped by the consulate OR a Public Notary + Apostille stamp OR signed by an Israeli Licensed Notary)

Parental and Participant Passports: Photocopies of both parents’ and the participant's passports (stamped by the consulate OR Public Notary + Apostille Stamp OR signed by an Israeli Licensed Notary)

Original birth certificate: The applicant's original birth certificate with an Apostille stamp from their country of birth

Accessing Your Masa Participation Letter
To access your Masa participation letter, log in and download it from the Fellows Portal: https://www.masaisrael.org/fellows-portal/
Please note:-
You must complete your Masa registration and scholarship application for the letter to become available.

Once submitted online, allow up to 2 weeks for approval.

If the letter does not appear in the dropdown menu, please contact your program organiser. This may mean your Masa application has not yet been approved.

A participant is considered ‘Israeli’ according to the criteria outlined below, and are required, under Israeli law, to enter Israel on an Israeli passport and hold a valid Israeli Army Exemption.
Please note this is a law of the Israeli Government and there are no exceptions to the rule.If the participant meets one or more of the criteria below, they are considered ‘Israeli’ by Israel law:

The participant was born in Israel.

One or both parents were born in Israel, or at some stage in their lives made Aliyah.

The participant holds an Israeli passport.

The participant has previously made Aliyah.
Arrangements should be made with the Embassy of Israel in Canberra as soon as possible
It can take time to process Israeli citizenship, passport applications and an Israeli Army Exemption, and may also require a visit to the Embassy of Israel in Canberra.
